Mrs. Obaugh serves as the School Counselor for Highland Elementary and Highland High School. She holds an M.Ed. in School Counseling from Liberty University and is a licensed educator recognized by the Virginia Department of Education as a PreK-12 School Counselor.

Mrs. Smith earned her M.Ed. in Social Work in 1977 and her M.Ed. in School Psychology in 1979, both from James Madison University. A veteran educator, Mrs. Smith has dedicated over 35 years to serving as a School Psychologist in Pendleton and Pocahontas County Schools in West Virginia, along with six years in Rockingham County Schools in Virginia.
